< character not recognised in HTML

I have the following HTML, there was more but I stripped it to the minimum to find waht was causing rendering falures.


Instead of parsing the HTML and rendering the page, each "<" character is replaced
by a "<" followed by an extra inserted black diamond with a white question mark. The resulting file is then rendered as straight text with no HTML parsing.

This happens in both Opera 52.0 and Chrome 65.0.3325.181 but not in Firefox 38.0

Anyone know what is wrong?
