What should I use?

I'm new to all this web design thing. I have good knowledge on HTML, but am quite unfamiliar with CSS,JS etc. I was wondering if once I create my website I have to add each new post by editing the HTML? How do I create a post editor so I can post to my website by only accessing the page? How advanced would this be in a scale from 1 to 10? I'm just talking basic things, nothing too fancy.
I hope my question is clear. Thank you in advance.

HTML solely can not do this

You should take a benefit of w3cschool.com. and I'm sure this website will surely help you in HTML,css j query etc.
