http://www.000webhost.com/ is a good free host with PHP.

If you willing to pay 1 EUR/month (approx. 1½ USD/month) I can recommend http://en.unoeuro.com/.

Hi, yes 000webhost.com is one of the good free hosting providers..but i have an idea, if you till now don't have a domain, you can register your domain and get free reliable hosting..it is the best idea..i know a provider of this service, it is Thewebpole.com . here you can register the domain and you can get free 5 page website with free hosting and other free extras too..because when you go for free hosting providers , you cannot expect best service..but here you can expect best service, because you are buying a product and getting a free,..if you till now didn't buy a domain means , this idea will be useful to you, otherwise you go for 000webhost.

I think searching for free hosting is not best option for web developer or designer. But when it is really necessary to find one, then we can give the responsibility to google.
I have find this article helpful for this http://www.makeuseof.com/tag/top-7-easy-and-free-web-hosting-services/

If you are a student and want to test your web applications on the server side then you can try free hosting, but for commercial or personal website paid hosting services need to be considered. And these days monthly cost of the shared hosting plan is almost cheaper than daily expenses.

If you want to host ASP.NET websites then somee.com is the best. There is even ajax support in it. For providing free hosting, they insert ads in your site. So this is suitable if you want hosting for any trial or personal purposes.

+1 to Andy's suggestion. somee.com is very good if you are looking for a free web hosting account to do all your testing. However, don't bother with any free web hosting account if you are looking to host any other kind of website. You will only be wasting your time with those. Regards!

What about blogger.com? They offer a free blog plus hosting, and its very easy to set up. If your willing to spend some money, I recommend trying hostgator.com. They are really cheap, and offer reliable hosting. Free hosting is usually not very high quality from my experience.

There is a company called Zyma I think who do hosting for like £5 a year. Pretty close to free. I have never used them though. I would recommend looking at reviews.
